Irma Mosquera

Irma Mosquera Valderrama is an international tax adviser specialized in International Tax Law and Comparative Tax Law in developed and developing countries. She is also the Technical Tax Editor of IBFD’s Global Tax Treaty Commentaries, the authoritative source for analysis of and commentary on tax treaty practices across the globe.

Since 2000, she has been in the Netherlands, working first as a Legal Counsel in Scala Business Solutions, thereafter as a Tax Adviser in International Tax Law in PricewaterhouseCoopers, and subsequently as an Assistant Professor in Tax Law at the University of Utrecht, the Netherlands. She has studied in Colombia, Spain and in 2007 she obtained her PhD (cum laude) at the University of Groningen, the Netherlands.

In Hamelink & Van den Tooren, she contributes with her expertise in Latin American countries.

Irma Mosquera is a frequent speaker on tax law issues at several conferences and seminars in Europe, Latin America and the United States. She has been a guest lecturer at several universities in Bogota, Colombia and in the United States.

Her areas of expertise are the application and interpretation of tax treaties and investment treaties and more recently exchange of information including taxpayers’ rights and safeguards in exchange of information, and BEPS related issues in developing countries.

Irma Mosquera has published several articles in peer-reviewed journal such as the World Tax Journal and non peer-reviewed journals such as Tax Notes International, Intertax, IBFD Bulletin and other journals in Italy, Colombia and Spain.

She is a member of the International Fiscal Association and the Dutch Fiscal Association and a member of the international research project entitled “Sustainable Tax Governance in Developing Countries through Global Tax Transparency”, financed by the Research Council of Norway.

She speaks Dutch, English and Spanish, her native language. She also has passive knowledge of French.
